Itoshima Without a Car 2026: Tour, Bus or Bike from Fukuoka?

"Sakurai Futamigaura's Couple Stones, 20 min(s), self-guided." That line sits two-thirds of the way down the itinerary of one of the best-reviewed Itoshima day tours on Klook, a ten-hour, ¥7,980 day out of Hakata, and it refers to the white torii and the two roped rocks at the top of every Itoshima search result you have ever scrolled past.

Twenty minutes was not what I expected. I had assumed, the way most people planning a Fukuoka trip assume, that a tour is the efficient way to see a spread-out peninsula without a licence or a rental car. So I pulled the itineraries of four bookable tours and laid them next to the April 2026 bus timetables from Showa Bus and Itoshima City, plus the rental rules at the bike counter by Chikuzen-Maebaru Station. What each option actually reaches, and for how long, turned out to be a more useful question than which one is cheapest. Itoshima is three places, and no single road ties them together

Before any fare makes sense, the map has to. "Itoshima" on a Fukuoka itinerary usually means one of three clusters, and they sit in different corners of the peninsula.

The first is the northern coast: Sakurai Futamigaura with its Meoto Iwa, the beach cafés behind it, Palm Beach and the long shoreline road people call Sunset Road. The second is the palm tree swing, which is not in Itoshima City at all. The Itoshima City Tourism Association lists it inside the Zauo BBQ Garden in Fukuoka's Nishi Ward, beside the "Zauo Honten-mae" bus stop, east of the rocks along the coast. The third is inland and uphill: Shiraito Falls, a 24-metre fall on the side of Mt. Hagane, which the city's own bus booklet says is about a 25-minute walk up a trail from the nearest stop.

A car links all three in an afternoon. Without one, every option below is really a decision about which cluster you are willing to drop, or how much you will pay somebody else to link them. The day tours that stitch the mountain to the coast exist precisely because that link is the hard part. The direct bus: the West Coast Liner, and the rule on its timetable

Showa Bus runs one service straight from central Fukuoka to the rocks. The West Coast Liner leaves from platform 32 at Hakata Bus Terminal, picks up in Tenjin on most runs, and drops you at "Futamigaura Palm Beach-mae" about an hour later. On the timetable effective April 4, 2026, the weekday 8:48 departure reaches that stop at 9:47, and the 9:28 gets there at 10:37.

Frequency is better than most people expect for a rural coast. There are 12 departures from Hakata on weekdays and 14 on weekends and holidays, all between 8:48 and 14:28. Coming back, the last bus leaves the "Tsuki to Taiyo Itoshima Sabo-mae" stop at 17:31 on weekdays and 18:36 on weekends, reaching Hakata Bus Terminal at 18:35 and 19:40.

The fare is about to change. Through September 30 it is the ¥1,150 one way that Itoshima Now listed back in 2024, and which Showa's 2025 fare notice explicitly left untouched. From October 1, 2026, Showa's new fare table puts Hakata to Futamigaura at ¥1,400, and ¥1,200 to Zauo for the swing.

Now the rule. The PDF timetable marks every city stop "boarding only" on the way out and every Itoshima-side stop "alighting only", with a footnote telling anyone moving between Imazu, Futamigaura and the Ito depot to use the Nishinoura line instead.

Fair warning, then: the Liner cannot carry you from the swing to the rocks. My first draft of a bus day had exactly that hop in it, and I suspect it is the most common way a no-car plan quietly falls apart. The train-first routes, and the ¥200 bus most visitors never find

The other public-transport shape starts on rails. Many trains from Hakata on the Fukuoka City Subway Airport Line run straight through onto the JR Chikuhi Line, so you can often board once and ride out along the coast. Ekitan's fare search puts Hakata to Kyudai-Gakkentoshi at ¥570 and 30 minutes, and Hakata to Chikuzen-Maebaru at ¥640 and 41 minutes (¥300 of that is the subway, the rest is JR).

From Kyudai-Gakkentoshi, Showa's Nishinoura line reaches Palm Beach-mae in about half an hour; the weekday 11:09 rapid arrives at 11:38. It also runs later than the Liner: the last weekday bus back from Palm Beach-mae is 18:22, and on weekends 19:37. From October 1 that ride is ¥800 on Showa's revised table, which makes the train-plus-bus round trip ¥2,740, a hair under two Liner tickets and not worth changing modes for on price alone.

The genuinely cheap one runs from Chikuzen-Maebaru. Itoshima City's Nogita-Futamigaura line leaves the station's north exit and reaches Futamigaura in 31 minutes, and the city's bus page states that its fixed-route buses charge a flat ¥200. Train plus bus, that is ¥840 each way.

The catch is frequency: six buses a day each way, the first at 9:00 on weekdays and 9:05 on weekends, the last back from Futamigaura at 17:29. It also goes the long way round, out past Nogita before it reaches the rocks.

The timetable booklet for that line has a little box about Shima no Shiki, the big direct-sales market at the AEON Itoshima stop that JF Itoshima, the local fishing cooperative, helps run, with fish from the district's five harbours and seafood bowls in the dining room. I never found a bus plan that fits it in, which is a shame.

On a day this dependent on six-a-day buses, live transit times on your phone matter more than usual. If your home plan roams badly in Japan, KKday's Japan eSIM listings are where I would look before landing rather than at the airport.

Shiraito Falls by bus is a morning, not a detour

This is the section I spent the longest on, because it is where the tours earn their money and where I most wanted to find out whether they had to.

Shiraito Falls sits on Itoshima City's Shiraito line, which leaves from Chikuzen-Maebaru's south exit. On weekends and holidays only four buses a day reach the "Shiraito" stop: departures at 8:00, 9:55, 12:40 and 16:05, each taking about 28 minutes. The buses back leave Shiraito at 8:47, 10:32, 13:17 and 16:42. On weekdays five go all the way up.

The city's bus page does not list IC cards for this line, so carry coins. Then add the trail, which the city's booklet puts at about 25 minutes on foot from the stop to the falls.

Here is what that means for a single day. I built a weekend version from those April 2026 timetables and have not ridden it end to end, so treat it as a plan that works on paper. Be at Chikuzen-Maebaru for the 8:00 bus, which from Hakata is a 41-minute train. Walk up, see the falls, walk down, and catch the 10:32 back to the south exit at 10:58. Cross to the north exit for the 11:35 Nogita-Futamigaura bus, which reaches Palm Beach-mae at 12:06. You then have the coast until the 18:36 Liner home.

Cost for one adult: ¥640 of train, three ¥200 city buses and a ¥1,400 Liner back from October, so ¥2,640 for both the falls and roughly six hours on the coast.

On weekdays the same shape gets shakier, because the 11:07 bus down from Shiraito reaches the south exit at 11:33, and I would not count on making an 11:35 departure from the other side of the station. The next Nogita bus is 13:05.

If that transfer chain looks like the kind of thing you would rather not own, the Yanagawa and Itoshima day tour that stops at Shiraito for 40 minutes folds the falls in with an English guide, and adds Dazaifu and a Yanagawa river cruise that no bus day from the coast could reach.

What the ¥7,000 tours actually schedule at the rocks

I went through the published itineraries of four Itoshima tours on Klook, all meeting near Hakata Station, all checked on September 15, 2026. Displayed prices were ¥7,000 to ¥7,980 per adult, and every one of them lists lunch as your own expense.

The one from the opening, the Shiraito, forest café and Futamigaura tour with English, Mandarin and Cantonese guiding, runs 09:00 to 18:30 for ¥7,980. Its stops are Shiraito Falls for 25 minutes, a forest café for 1 hour 15, a seafood barbecue lunch, the "Totoro forest" at Keya no Oto park, a salt pudding shop or an egg farm café depending on the day, then Sakurai Futamigaura for 20 minutes, the Angel's Wings photo spot for 20 and the palm swing for 30. That is eight stops. It is a very good day for someone who wants eight stops.

The ¥7,000 Easy Go trip starts with 30 minutes at Shiraito, gives Futamigaura and the Angel's Wings an hour and the swing 40 minutes, stops at Ichiran no Mori, then drives out to Munakata Taisha and Miyajidake Shrine before an 18:30 return. Its guide language is Chinese or Japanese, which matters if you are reading this in English.

MEMOTRIP's tour is English-guided: ¥7,000, 09:00 to 18:15, a full hour at the rocks plus 40 minutes at Sakurai Shrine, no Shiraito, and departures only on listed dates such as September 17, 24 and 26. The Yanagawa combination is ¥7,000 with an English guide, 30 minutes at the rocks and 30 at the swing.

So I had it backwards. The tour is not the efficient way to see Futamigaura. It is the efficient way to see many things near Fukuoka, with Futamigaura as one of them. If the rocks and the coast are the reason you are going, the bus gives you more of them, not less.

Station bikes cannot stay for the sunset

Cycling looks like the obvious fix for a coast with thin buses, and for the middle of the day it is. The Itoshima City Tourism Association rents electric-assist bikes and cross bikes next to Chikuzen-Maebaru Station: ¥2,000 for up to four hours, ¥2,500 for up to eight, ¥300 per extra 30 minutes, with a ¥200 travel insurance option. Everyone riding needs photo ID, and the counter does not allow one-way drop-off.

Two lines in those rules shape the whole day. Rentals go out "in principle" by 15:00, and bikes come back by 17:00, with a ¥3,000-per-hour charge after that.

The Wedded Rocks are famous for sunsets, and Itoshima City's booklet notes the sun drops between the two rocks around the summer solstice. You cannot be at the rocks for that and have a station bike back at Maebaru by five.

Distance is manageable. Kotonoha, a guesthouse near the station, publishes a Futamigaura model loop of about 24 km and budgets four and a half hours for it including café stops. With ¥1,280 of return train fare, an eight-hour e-bike day comes to ¥3,780.

The day pass does the arithmetic for you

This one is short, because the numbers do the talking.

Showa Bus sells two one-day passes in the "my route" app, both available in English since February 2026. The basic Itoshima Peninsula 1day pass is ¥1,000 for adults and ¥500 for children and covers local lines including the Nishinoura line and the city's community buses. The version with a highway bus adds one round trip on the West Coast Liner or the Ito-Shima express for ¥2,000 adult, ¥1,000 child. Showa's October 1 notice says free pass prices are not changing.

From October 1, two single Liner tickets cost ¥2,800. The ¥2,000 pass is ¥800 cheaper before you ride a single local bus, and it covers the Nishinoura hop from the swing to the rocks that the Liner will not do. Through September the saving is only ¥300. Either way, if you are taking the Liner at all, buy the pass.

October 2026 changes two things

Showa's revised fares take effect on October 1, 2026, which is why the Liner is ¥1,400 here and ¥1,150 in older guides.

And on Saturday, October 10, the Tour de Kyushu closes roads: Showa lists every West Coast Liner departure from Hakata between 9:48 and 14:28 as cancelled that day, along with the returns from Futamigaura between 12:01 and 18:36, plus a block of Nishinoura line runs. Pick another day.

The verdict: which way to Itoshima fits which trip

For one person, a tour costs roughly ¥5,000 to ¥6,000 more than the Liner-and-pass day. For a couple that gap is ¥10,000 to ¥12,000. What it buys is real: Shiraito Falls without a trail walk and a bus chain, plus stops like Ichiran no Mori, Yanagawa or Miyajidake that are simply not on a bus route from the coast. What it does not buy is time at Futamigaura.

My own pick, for a first visit where the rocks are the reason, is the ¥2,000 pass on a weekend, staying until the 18:36 bus. If Shiraito matters as much as the coast and you would rather not stitch buses, book a tour and accept that the rocks become a 20- to 60-minute stop.

FAQ

Can I use a JR pass to get to Itoshima?

At most for part of the ride. The Chikuhi Line beyond Meinohama is JR Kyushu, but trains from Hakata run on the Fukuoka City Subway before they reach it, and Ekitan splits the Hakata to Chikuzen-Maebaru fare into ¥300 subway and ¥340 JR. The buses are Showa Bus and Itoshima City services, not JR. Check your own pass's terms for the JR section.

Can I pay Itoshima City buses with Suica or another IC card?

Only on one line. Itoshima City's bus page lists IC cards, Suica and nimoca among them, for the Kyudai line alone. Every other city line, including the Shiraito and Nogita-Futamigaura buses in this guide, takes cash, the city's ¥100 and ¥200 ride tickets sold on board, or PayPay. The same page says that apart from some larger vehicles its buses have no change machine, so keep ¥200 in coins per ride. That payment list covers the city's own routes; I did not check IC payment on Showa's West Coast Liner.

Does the West Coast Liner need a reservation?

Nothing on the timetable, fare or pass pages I read mentions reserving a seat. Showa's service page does warn that any of its buses, express services included, can turn passengers away when full, so on a summer weekend be at platform 32 early.

Is the Nishinoura line from Kyudai-Gakkentoshi covered by the basic ¥1,000 pass?

The my route support page lists the Nishinoura line among covered routes, but it also says you pay the fare for any section outside the pass area. I could not confirm where that boundary falls on the line, so check the area map in the app before relying on it from Kyudai-Gakkentoshi.

What happens on October 10, 2026?

The Tour de Kyushu road closures cancel West Coast Liner departures from Hakata between 9:48 and 14:28, and returns from Futamigaura between 12:01 and 18:36, according to Showa Bus. Treat that Saturday as a no-bus day for the coast.
